Project Description:
In December 2009, Decree No107 of the Government of the Autonomous Republic of Adjara on “Approving the Measures to be taken for elaborating the Adjara Autonomous Republic Economic Development Strategy for 2010-2014” was published. Accordingly, GoARA elaborated the Adjara Regional Development Strategy document. The Regional Development Strategy of the Autonomous Republic of Adjara is an overarching document and deals with almost all spheres of economic development of the Autonomous Republic of Adjara.
PMCG provided assistance to GoARA in developing a comprehensive monitoring and evaluation plan for the Regional Development Strategy (RDS) of the Autonomous Republic of Adjara to conduct systematic internal monitoring of implementation of RDS, as well as assisting the Government of Adjara to establish a Regional Monitoring Committee and conduct first stage monitoring of the implementation of the Adjara Economic Development Strategy.
Objectives of the Project:
- Conduct analysis of the Regional Development Strategy of the Autonomous Republic of Adjara;
- Conduct analysis of the recommendations developed by a USAID G3 M&E Expert and other related documents;
- Consider Monitoring and evaluation mechanisms for the Adjara Regional Economic Development Strategy in relation to the ministries’ strategies and M&E tools;
- Develop a format and system for monitoring and evaluation;
- Assist GoARA in developing monitoring and evaluation tools to conduct the monitoring of implementation of the Adjara Regional Development Strategy;
- Conduct first-stage monitoring of implementation of the Regional Development Strategy of the Autonomous Republic of Adjara; and
- Provide follow-up consultancy to the Regional Monitoring Committee.
The project was implemented under the USAID Good Governance in Georgia Program (G3) which was designed to address the challenges facing governance at the national and local levels. The G3 program aimed to improve transparency, accountability and institutional efficiencies at all levels of Government of Georgia institutions, stakeholders, civil society and citizens.
