Project Description:

The project’s objective is to strengthen policy planning and coordination throughout the Government of Georgia (GoG) via capacity development of the newly-established Policy Analysis, Strategic Planning and Coordination Departments (PASPCD) at the State Chancellery.

Consistent with the recommendations from the December 2013 assessment by EU/OECD Sigma, the State Chancellery of Georgia started to undergo significant reorganization to improve its capacity. USAID contractor, Good Governance in Georgia (G3) assigned Policy and Management Consulting Group (PMCG) to deal with this challenge due to its in-depth experience in cooperating with state institutions and extensive knowledge in capacity development.

PMCG has teamed up with Management Academy (MA) to conduct training about leadership and negotiation skills as the organization has contributed admirably to the improvement of management quality in Georgia.

In order to strengthen different units of the PASPCD, PMCG should enhance individual and organizational capacity for the department and its employees in the following areas:

  • Leadership
  • Negotiation skills 
  • Strategic planning 
  • Assessing, forecasting and monitoring donor funds and projects
  • Financial analysis in planning and executing policies


As well as traditional techniques such as simulations, practical exercises and case studies that will introduce participants with the modern system in the above mentioned areas, PMCG in association with MA will use coaching methodology, an innovative tool of learning to help PASPCD build awareness, analyze complex issues and assist staff members to improve performance and achieve set goals.

As a result of the complex trainings, PASPCD employees will be able to:

  • Build high-performance teams by delegating, controlling, motivating and forming team culture in an appropriate way;
  • Develop feasible, time-bound, clear and focused strategic plans and form performance measurement instruments to track, monitor and evaluate the progress attained in the implementation of the strategy;
  • Efficiently coordinate with donors and key participants of the PFM process; 
  • Coordinate between key participants of the budgeting process and deal with program budgeting, Basic Data and Directions (BDD) and Mid Term Expenditure Framework (MTEF)


Background information:


The U.S. Agency for International Development (USAID) funded Good Governance in Georgia (G3) Program is tasked with improving transparency, accountability and institutional efficiency at all levels of government in providing better services to citizens, as well as improving communication channels between GoG institutions, stakeholders, civil society and citizens of Georgia.

The overarching goal of the G3 is to address challenges facing governance at local and national levels as well as to promote broader citizen engagement with their elected officials, the media, civil society and members of political parties through establishment and maintenance of Centers for Civic Engagement (CCEs) throughout Georgia.

G3 is working with the Chancellery of the Government of Georgia (Prime Minister’s Office), whose vision is to strengthen policy planning and coordination across the Government. The program is committed to supporting the GoG in its endeavor to consolidate policy planning and coordination throughout the GoG through capacity development of the newly-established Policy Analysis, Strategic Planning and Coordination Department (PASPCD).
