Project Description:

 

The objective of the project is to enhance the capacity of the Legal Department and Division of Relations with President and Parliament of the Chancellery, as well as representatives from line ministries and Parliament to fulfill their responsibilities, concerning legislative drafting and impact and harmonization analysis.

Due to its extensive background in working with various Ministries, its deep understanding of the socio-economic aspects of the legal drafting and in conducting successful results-oriented trainings, the USAID Georgia Good Governance in Georgia (G3) Program contracted Policy and Management Consulting Group (PMCG) to implement the project. PMCG will work in association with Legal Research (Expertise) Center – a leading non-governmental organization, with sound legal experience in Georgia.

Such close cooperation with the interested parties in identifying the challenges, will guarantee the strengthening of institutional operations on legal drafting skills and cross governmental coordination in the Government of Georgia (GoG).

To enhance the capacity of the parties working on legal drafting, consultants from PMCG and Legal Research (Expertise) Center will conduct the following activities:

  • Identify the needs and challenges to be addressed
  • Build up methodology which will be flexible and useful in the long-term
  • Develop intervention plan for trainings
  • Conduct trainings consisting of sessions, case studies, team working exercises and other tools to assist trainees to use the acquired knowledge in practice

 

The trainings will be focused on:

  • Streamlining the legislative process through improved coordination and awareness of the policy
  • Improving quality of legislation through development of technical legislative drafting skills


The target groups of the trainings will be representatives from the Legal Department and Divisions of Relations with President and Parliament of Chancellery of the GoG, the Procedural and Rules Committee, Legal Committee and Legal Department, as well as Budget Office, the Bureau of the Parliament and from the Legal Departments of each GoG Ministry.

The USAID Good Governance in Georgia (G3) Program is tasked with improving transparency, accountability and institutional efficiency at all levels of government in providing better services to citizens, as well as improving communication channels between GoG institutions, stakeholders, civil society and citizens of Georgia.

The overarching goal of the G3 is to address challenges facing governance at the local and national levels as well as to promote broader citizen engagement with their elected officials, the media, civil society, and the members of political parties through establishment and maintenance of Centers for Civic Engagement (CCEs) throughout Georgia.
