The project is designed to conduct an external evaluation of the impact of the pilot program “Improving Tax Policy Analysis and Development in Partner Countries (TaxDev)” which is being delivered by the Institute of Fiscal Studies (IFS).

The evaluation seeks to capture “what works” to strengthen the analytical and policymaking capacity of developing countries. Moreover, it will ascertain how high-quality research affects low and middle income countries, specifically when it comes to policymaking.

The assessment will involve an evaluation of country-specific, demand-led research with a broader research component that can enrich both the evidence and understanding of immediate policy-relevant issues as well as issues with the potential of having a larger and longer-term policy impact.

The project will provide recommendations regarding the evaluation criteria of the Organisation for Economic Co-operation Development Assistance Committee (OECD-DAC), covering relevance, effectiveness, efficiency and sustainability.

Overall, the evaluation should positively impact on:

  • Scaling up pilot work in Ghana and Ethiopia, and related cross-cutting country research;
  • Broadening the reach of this work across other DFID priority countries.
